Exceed Monster and New Ruling of Ignition Effect Monster

Hey, guys! Today I would like to share some news regarding Exceed Summon and the new ruling of Ignition effect monster to you guys. All these changes is made due to the appearance of Exceed Summon which has almost the same style as Synchro Summon. Currently, Exceed Summon is quite new to all of us and Konami has set a new ruling for Ignition effect monster in order new duelists can learn and play Yu-Gi-Oh! cards more easily.

Exceed Monster
Exceed monster is a new type of monster card which have Black color and they are placed in the Extra deck.

Rank
Rank is the dark star(s) which placed on Exceed monsters and it is count from the left to right.

Exceed Summon
Exceed Summon is the proper type of special summon Exceed monster. It required several same star level monster on the field as Exceed material to Exceed Summon the same rank Exceed monster from the Extra deck.

Exceed Material
The Exceed Summon's Material monsters will not be send to graveyard, but it will overlay under the Exceed Monster. Its function is similar to Counter.
Procedure of Exceed Summon:
1) Gather the Exceed material monster face-up on your field
2) Place the Exceed material monster in face-up attack position on the Monster Zone
3) Exceed monster place face-up(Attack or Defense) position on the field and Exceed material overlay under the Exceed monster

Rule regarding Exceed Summon of Exceed monster:
-You can performed any number of Exceed Summon in a turn if you have enough of Exceed material and Exceed Summon can be performed even though your field is full.
-When you Exceed Summon, the Exceed material can be in any battle position (Attack or Defense) but they must be face-up on the field.
-Token is not allowed to used as Exceed material but trap card monster can be used as Exceed material.
-When you use Exceed materials which will "remove from play when it is removed from the field" to Exceed Summon, these material will not be remove from play and it will overlay under the Exceed monster.(Eg, "Plaguespreader Zombie" or "Quillbolt Hedgehog")

Rule regarding Exceed Material of Exceed Monster:
-The Exceed material must be overlay in face-up vertically and it is overlay under its Exceed monster's Monster Zone(its information is opened to both players)
-Overlay is not a card effect, it is not related to "Skill Drain" and the Exceed Material will not disappeared due to the effect of Exceed Monster being negated
-The overlay's Exceed materials will not be treated as monster cards and it is not related to any card effect which affect on monster card(Eg. "Rageiki Break" can target Exceed monster but it cannot target the Exceed material which overlay under the Exceed monster.)
-When the Exceed material is "removed" by the card effect, it will send to the graveyard
-When the Exceed monster is not on the field, the Exceed material will be send from the field to the graveyard (Eg. When the Exceed monster is destroyed, When the Exceed monster is temporarily removed from play by "Interdimensional Matter Transporter, When the Exceed monster is return back to the Extra deck by the effect of "Compulsory Evacuation Device")
-When the Exceed monster is turn to face-down battle position, the Exceed material will still face-up overlay under it
-When your Exceed monster is take control by your opponent, the Exceed material overlay under the Exceed monster will switch to opponent's Exceed monster's Monster Zone
-Exceed materials such as "Plaguespreader Zombie" or "Quillbolt Hedgehog" will be send to the graveyard when they are leaved from the field if you have use their effect to special summon themselves from the graveyard
-When "Macro Cosmo" is applied, the Exceed materials(which will be removed from play when it is removed from the field) is leaved from the field will be removed from play
-When "Dimensional Fissure" is applied, the Exceed materials(which will be removed from play when it is removed from the field) is leaved from the field will be send to the graveyard
-The overlay Exceed material is not treated as card. When these cards is leaved from the field and it is not treated as card, the card's effect of "When this card is send from the field" cannot be activate(Eg, "Sangan" will not activate its effect if it is used as a Exceed material which overlay under the Exceed monster and being "removed" by the effect of Exceed monster)

-When the overlay Exceed material is leaved from the field and it is not treated as card, the card's effect of "When this card send to the graveyard" can be activate(Eg, "Dandylion" effect can be activateif it is used as a Exceed material which overlay under the Exceed monster and being "removed" by the effect of Exceed monster)

Rule regarding Rank of Exceed Monster:
-Exceed monster cannot be used as Synchro Material to Synchro Summon Synchro monster
-Exceed monster cannot become the target of cards which targeted on star level monster(Eg, Exceed monster cannot be equipped by "Synchro Boost"(Increase 1 star level) or "Demotion"(Decrease 2 star level))
-Exceed monster cannot be affected by card's effect which affected on star level monster(Eg, cards such as "Level Limit - Area B"(Change the battle position of monster which have star level 4 and above) and "Gravity Bind"(Forbidden 4 star level and above monster to perform attack) will have no effect on Exceed monster).

Apart from that, 19th March 2011 onwards, all Yu-Gi-Oh! duelists are forbidden from using Ignition monster's effect when they have successfully Summon, Flip Summon or Special Summon their monster to the field. The turn player can only activate Spell Speed 2 or Spell Speed 3 cards when they have successfully Summon, Flip Summon or Special Summon their monster to the field. However, this ruling does not affected any of the Trigger effect or Quick effect monsters' effect.

This ruling will weaken some of the Ignition monster's effect such as Brionac,Ice Barrier Dragon, Card Trooper, Chaos Sorcerer, Dark Armed Dragon, Gungnir,Ice Barrier Dragon, Judgment Dragon, Lonefire Blossom, Lyla,Lightsworn Sorceress, Snipe Hunter and more. As a result, cards such as Bottomless Traphole, Chain Disappearance, Compulsory Evacuation Device, Torrential Tribute, Trap Hole and more will be much more powerful because most of the powerful effect monsters are mainly Ignition effect monster. Example of new ruling in effect is when you successfully special summon a Chaos Sorcerer and opponent field have face-up monster(s) then you cannot activate the effect of Chaos Sorcerer to out of play monster and you or your opponent can only activate Spell Speed 2 or Spell Speed 3 cards during this moment.

Last news before I end my post is Konami will release the structure deck of Dark World(SD21) to the OCG in this June. This theme deck has been disappeared for a long time and I remember that Dark World was one of the top decks among OCG and TCG in the year of 2006. Hopefully, Konami will boost this deck by introducing Dark World magic field card which quite similar to the magic field card of Dragunity deck and also add in at least a Dark World tuner monster so that Dark World deck can have different playing style.
